Hi, In Draft 3, 22.10 says, "bind_target_scope specifies a target scope into which the bind_instantiation should be inserted. Possible target scopes include module, program, and interface declarations." Yet in the BNF, bind_target_scope ::= module_identifier | interface_identifier I don't see in the BNF that the bind target can be a program?
