[sv-bc] Modport enhancements suggestion

I have created Mantis 1861 to expose my wishes for significant
enhancement to the modport construct.  There is a "white paper"
document attached to the Mantis item; I've not attached it here,
to avoid cluttering your in-boxes.

As already indicated, it's something I would dearly like to 
see discussed and actioned, but I'm painfully aware of how much
else there is to do and I'll accept sv-bc's judgment about its
relevance and importance.
