RE: [sv-bc] value parameter types

I might have told you specifically in the context of strings, that if
you want to assign a string literal to a parameter and you want the
parameter to have the string type, then you have to declare it as
string.

I suspect that changing the rules to have an untyped parameter assigned
a string literal become of type string might break a lot of old code.
