This was covered when I did the proposal for Mantis 1623
which was accepted by EC, but needs to be reopened so that
I can upload updates for Draft 3a (I am unclear as to the
process of reopening this issue to upload the needed
Draft 3a changes, I will ask about this in the EC meeting
today).

I confused as to which way to vote (was the vote on closing
with no action or accepting the proposal).

I vote yes to accept the proposal with an update to say
this is in section 24.2 of Draft 3a (the problem still exists
in Draft 3a).

I vote no to close this with no action.
