   Why aren't package identifiers part of the definitions name space?

   For example, can one really have a package 'NAME' with a function
'FOO' and simultaneously a class 'NAME' with a static class method
'FOO', and call both functions using the :: operator? How is the
ambiguity to be resolved?

       NAME::FOO();
