[sv-bc] RE: [sv-ec] Can package refer compilation unit item?

Hi,

Mantis 1484 is a clarification that this should not be allowed.

This Mantis was already approved by SV-BC, it only needs re-approval
after update to the lastest draft version of the merged LRM.
