[sv-bc] Proposal uploaded for Mantis 1826 and 1846

I have uploaded a proposal for Mantis 1826, which addresses a request from
JEITA to show what new keywords were reserved for each version of the
standard.

This proposal also takes care of Mantis 1846, which is to add a
`begin_keywords version specifier for P1800-2005.  

I suggest that Mantis 1846 be closed as having been addressed by 1826.
