[sv-bc] Proposal for 2219

I have uploaded a proposal for 2219. It mainly moves text that was in
15.5 (named events) and places it in 6.16 (event data type). Some text
that was duplicated in both sections has been removed.

 

The notion of a named event as a separate entity from nets and variables
in Verilog has been removed. An event is just another singular data type
in SV. I also removed all the text about passing event variables as
arguments to tasks, which was novel to SV, but extraneous to be
mentioned in the section on data types.
