11.4.14.1 has this example:

The LRM has this example (in 11.4.14.1 in Draft 4):

q = {<<byte{p}}; 

I think the LRM should be more explicit about the ability to assign a
streaming concatenation to an unpacked aggregate to clarify that 7.6's
"A packed array cannot be directly assigned to an unpacked array without
an explicit cast," does not apply here.

At least one vendor thinks it is illegal.
