[sv-bc] New P1800 technical committee - Call For Participation

At yesterdays P1800 Working Group meeting, authorization was granted to
form a new technical sub-committee with the charta of resolving issues related
to proposals that have been produced by the SV-AC.

- Checker-related proposals

   The following set of Mantis items have been identified as the most likely
   set which need to be reviewed and possibly updated by this new committee.
   The committee has authorization to include other related proposals, as
   needed.

      1900, 2088, 2089, 2100, 2110, 2182, 1995

- Chair/Co-chair elections - to be held during the first meeting

   Please come to the first meeting with a list of people that should be
   considered for chairing and co-chairing this new committee. You may
   nominate yourself.

- Open membership

   Everyone that is interested is invited to participate. We are looking for
   representatives from each of the 4 existing technical committees (ac,bc,cc,ec).

- Limited period of existence

   This committee is temporary and will cease to exist once its work has been
   completed. Authorization has been given to work up to the end of July.

- Suspension of existing TCs

   The 4 existing TCs will not be allowed to work on additional Mantis items
   during this period of time. Only currently authorized work may be performed
   by any of the TCs.

- Review by other committees - not required

   Any changes to proposals produced by this new committee will not need to be
   reviewed by any of the existing technical committees. The makeup of this
   new committee is expected to have enough participation from members of
   the current TCs to eliminate the need for this type of review.

- Operating guidelines

   This committee will follow the same set of Operating Guidelines used by the
   existing TC's. Voting rights will be reset as of the first meeting. All
   participants at the first meeting will have voting rights.
