I agree with Shalom.  It should say 'may', not 'must'.

Hi, 

Mantis 907 makes default parameter values optional. 

The proposal changes the BNF and text. 
Only text in 6.20.1 is changed. 

I have found additional text that needs to change. 

6.20 says, 

"Each parameter must be assigned a default value when declared. The
default value of a parameter of an instantiated module, interface or
program can be overridden in each instance of the block using one of the
following:"

I think it needs to change to something like, 

"Each parameter may be assigned a default value when declared. The value
of a parameter of an instantiated module, interface or program can be
overridden in each instance using one of the following:"
