The hierarchical references in the testcase are not valid. Note that the exception for references from within the hierarchy is badly described. The real rule should be that the generated name cannot be used in a hierarchical name. The reason that the declarations within the block can be referenced from within the block is that they can be referenced from there without using the generated name. If a reference is inside the block but uses the generated name, it should be just as illegal. If the rule had been described in terms of using the generated name in the hierarchical name, there would have been no need to describe any exception.
