[sv-bc] Typo in description of shift operators

Hi all,

I found the following typo in 11.4.10 Shift operators (second statement):

"The left shift operators, << and <<<, shall shift their left operand to the left by the number by the number of bit positions given by the right operand."

"by the number" is written twice.
