[sv-bc] Is there a mantis item for ballot comment #6?

Ballot comment id# 6 was assigned to the sv-bc in the ballot comment
spreadsheet. I can't seem to locate a mantis item that addresses this.

Can someone point me to the appropriate mantis item?
I was able to locate a mantis item for all of the other sv-bc and
sv-ec ballot comments.
