Not only is it acceptable to use Mantis for feature requests, it is required. All changes to the LRM are supposed to go through Mantis (except certain pure editorial changes). There is no contradiction with seeking and obtaining consensus. Mantis is for recording the requests and the eventual resolution. It does not come in place of the actual committee work. Mantis also guarantees that it won't get lost forever.
