RE: [sv-bc] changing the lifetime of begin end block

I don't particularly like the fact that the qualifier on a module affects
variables outside tasks and functions. However, I agree with Shalom that
this is what the LRM says, and what it was intended to say.

The description where the module syntax is introduced is a simplified
summary. The other description is the full specification. Trying to give
a full specification of each feature the moment it is first mentioned
would make the LRM too difficult to read. Humans prefer to get an overview
first, and then find out the details about the parts they care about.
