Thanks for the feedback.
I changed the Section 13.1 to:
These Built built-in classes reside in the built-in namespace std package
(see Section 7.10.1), thus, they may be re-defined by user code in any other
scope.
The reasons for this is that there may be more than one built-in package and
not all built-in classes are in the built-in std package. This is for future
expansion. These specific built-in classes are in std package so this is
clearer.
As to including the list class in std package I did consider it and we had
some discussion. I could accept either way but decided to leave it this way
since it was already cleanly defined. Let's see what the feeling is from the
rest of the committee.

I would prefer to name this either "the std package", or "the built-in
std package".
2. Did you consider adding the List class and its members to the std
package?
Right now that is accessed by including "standard header" List.vh...
