[sv-ec] errata 197 - another section is impacted

Section 3.16 Bit-stream casting, contains the following sentence:

"For the purposes of a bit-stream cast, a string is considered a dynamic
array of bytes."

This sentence will need to be updated in a way similar to the changes being
worked out in errata 197 for section 3.7. The problem being addressed is
that a string is not defined to be an array but these two sections of the
LRM refer to a string as a dynamic array.
