I don't believe the string errata applies in this case. The paragraph you
quote states that only "for the purposes of bit-streaming", a string is
considered a dynamic array of bytes. It does not imply that the string
implementation is a dynamic array of bytes, only that bit-streaming a
string has the same semantics as a dynamic array of bytes, and those
semantics have already been defined. If that sentence is modified then
we'll have to re-specify the streaming semantics for strings.

This sentence will need to be updated in a way similar to the changes being
worked out in errata 197 for section 3.7. The problem being addressed is
that a string is not defined to be an array but these two sections of the
LRM refer to a string as a dynamic array.
