   I'm going to be out the next could of weeks, and likely miss the next
SV-BC meeting. So I'm getting my ballot in early.

The 2574 Mantis item proposes the BNF:

The published IEEE 1800-2009 BNF:
ps_parameter_identifier ::=
[ package_scope | class_scope ] parameter_identifier
| { generate_block_identifier [ [ constant_expression ] ] . }
parameter_identifier

Note the trailing 'parameter_identifier' in the published version
I assume 'yes' vote is to leave the BNF as it exists in the published
version unmodified.
Since both versions contain the 'class_scope' addition which is what
this Mantis item was actually about
