[sv-bc] IEEE participation rules and TC cutoff date

To all Technical Committees,

There was a P1800 Working Group meeting this morning. One of the topics
discussed was the new IEEE participation policy. We have been anticipating
the arrival of a FAQ which will help clarify implementation of this new IEEE
policy.

This FAQ has not arrived and there is now some speculation that this new
IEEE policy may not become enforcible for several more months.

In light of this situation, the Working Group and all of its associated
Technical Committees will operate as we did before. We will continue to operate
this way until the arrival of the FAQ. Everyone is welcome to participate.

Do be aware that the cutoff for the work in the Technical Committees is the
end of September (technically it is Oct 1st). Make sure that you are pacing
yourselves such that there will be time to complete your work on time.
