[sv-bc] assert_strobe - not a keyword

Hi, All -

In draft 5, assert_strobe is listed as a keyword (Table B-1) but I believe
we removed this from the SV 3.1 LRM.

A quick search of the draft 5 PDF file only showed this word in the
Reserved keywords page.
