[sv-bc] Matt Maidment is the new chair of sv-bc

Hi All,

I am glad to announce that Matt Maidment has accepted my request for him
to chair the sv-bc Design Modeling technical committee.

Matt has very rich and solid user experience in SystemVerilog as well as
leadership skills. I am confident that Matt will be an excellent chair
for sv-bc.
