[sv-bc] Aggregate expressions 254 revised proposal

I've revised the previous proposal for erratum 254

to incorporate the feedback from the teleconference of 25/Oct/2004

In this revised proposal an apostrophe can be used to make extra clear
that braces mean aggregate construction. The syntax in this proposal
should be entirely backward compatible.
