[sv-bc] P1800 issues ready for Champions review

Hi, Champions, P1800 Members:

The list of issues that have passed the committees and that will be voted on in the November P1800 meeting can be found at:

Please pay particular attention to the issues that did not pass unanimously. I have added a comment to those items which did not get unanimous approval describing a flavor of the objection or abstention.
