[sv-bc] keyword directive and `resetall

The standard needs to specify how `resetall affects the new keywords
directive. At first thought, it seems like it should reset the keywords
to the default set. However, then we would have to define how it works
when you are inside multiple levels of nested keyword directives. Also,
a lot of legacy code might have `resetall directives in it, and you probably
don't want that to change your keywords, which you may have carefully set
to 1364-2001 for this code.

So I suggest that we specify that `resetall does not affect the keyword
directive.
