Strictly speaking, it is an issue in 1364 in the sense that 1364 allows you enough rope to hang yourself. In practice, everyone has figued out how to do it correctly. It is a big issue in 1800 because 1800 REQUIRES you to do it in a way which does NOT work correctly.
