RE: [sv-bc] localparam declarations in V2K-style parameter port lists

And as noted when this came up before, there is a trade-off between
the desire to use localparams in declarations in the port list, and
the desire to have the module header contain only the items that an
instance can override or connect to (i.e. the module interface).
