[sv-bc] cycle delay expressions

Section 15.10 of the LRM says that a cycle delay expression can be any
expression which evaluates to a
positive integer value.
 
I think that includes expression of dynamic types such as automatic class
members or element of a dynamic array.
 
Is that right?
