The bulk of 1298 was copied into 1072.
Only a small offshoot item was copied into 1299.

Also, I looked more closely at UDP's.  I think the documentation
is consistent in that area.  When the LRM discusses declaring and
defining UDP's, it refers to UDP ports.  This is done consistently
when situated "inside" the UDP's point of view.  "port" is even a
keyword, with very clear parallels to module ports.  When UDP's are
discussed from the "outside" point of view, their terminals are
referred to as "terminals".  This is consistent with gate terminals.
That is a good thing because then the rules in 11.6.6 apply
to UDP terminals as well as gate terminals.
