I think the reason is that the goal of the 2-state types was to match the C types, with no intent to provide a full orthogonal set of 2/4-state integer types. Even making it look as orthogonal as it does required specifying integer and time to be exactly 32 and 64 bits, which does not match the 1364 LRM.
