I wrote the proposal for 1141 first.
Also, it is possible that someone might approve the 1141 part without
approving the rest of it.
If 1140 is approved, then 1141 could be closed as you say.

True, but I do not see that this contradicts anything in the proposal.
By the way, this Mantis is even more purely editorial than 1118.
