I agree with you. However, if someone tries to look up the rules in the section on assignment compatibility, they will not find a reference to this text. They will just find a reference claiming that the implicit casting rules are in 6.24. As you have pointed out in another email exchange, those rules don't seem to be there. That can result in the reader jumping to their own conclusions. Because I agree with you, it must fall to someone who came to a different interpretation to explain how they came to it.
