[sv-bc] Ballot issues concerning checkers

In the Excel sheet there are several issues with checkers related to SV-SC:

Item 80:               Mantis 2513: According to LRM checkers may be declared in packages. But this fact is not reflected in BNF
Item 159:             Mantis 2562: rand qualifier for checker variables is not reflected in BNF. It is written in 17.7 Checker variables "Checker variables may have an optional rand qualifier.", but this is not reflected in the BNF: checker_or_generate_item_declaration ::= data_declaration
But it should be: checker_or_generate_item_declaration ::= [rand] data_declaration
Need also to check the VPI.

But the specified owner of Item 80 is SV-BC, and of Item 159 is SV-EC.

Was it done on purpose?
