I've also uploaded a proposal for 2667 to give a more detailed explanation of parameter type dependency. I think that should reflect common understanding; there are some edge cases that I didn't explicitly cover but I think what I've written up should be sufficient. If this doesn't match with anyone's expectations, please speak up before the meeting so that we can figure out if we can reach consensus.
