Well, considering that I would rather ban much of the
stuff that can currently be put into $root, I feel that
the extra cumbersome requirement will discourage
abuse of $root inside modules, but will allow full use
of this stuff inside $root.
Since I won't be able to make this meeting (and possibly
the following week as well), I would hope that the use
of "import" instead of "extern" would be considered.
Also, I didn't highlight it in the BNF, but I would like
to make sure it was intended to remove the requirement
of at least one statement in functions and tasks.
