Dave,
The placement of the stars next to each name looks right to me,
however my understanding of the current formula for voting rights
doesn't match with the stars you placed.
I propose the following voting-rights rule which would fit the way you
placed the stars:
In order to have voting rights a person must have attended either
(1) three out of the last four meetings, or
(2) more than half of the total number of meetings. Replacements
should count as attendance (as I do not think that Phil Moorby should
not have voting rights if he attends the next meeting).
