I am forwarding donation materials to the committees in following emails. But before I do that, I would like to explain the current process that we have. There is a business process which I will not describe here. Currently the Accellera board is examining both the business process as well as the TCC process and help to make more robust.

This process has been followed with every donations so far that we have received (Accellera and OVI). We have followed this process with both Superlog Synthesizable donation and DAS. Now we do want to follow the same process for the Synopsys donations.

I hope that this provide some clarification to many of the discussions that were raised at
DAC. Thanks to Grant Martin who has asked me very nicely to make this known to the technical communities.

================= Current Process ===========================

Accellera Board Last year have developed a "business" aspect of the donation process. In conjunction with it, there is also a TCC "technical" aspect of the donation
process. It is important for everyone to be clear on this process. I am going to focus
on the technical process.

1- Call For Donation: The TC chairman as well as each technical chair invite different companies to donate technologies based on the technical roadmap. This is done on informal basis based on technical strength and one-on-one discussions with many potential donors.
2- Donation Status: Donation is given to Accellera through a legal donation letter called "technology assignment". This essentially assign the rights to Accellera to use and standardize.
The TCC chairman has always been involved to provide unbiased approach for donations plus the Accellera administrator. In all donations that we have experienced with OVI and Accellera, this was done in confidential fashion until announcement of donations.
2- Assigned Status: Donation will have "assigned" status by signing the legal letter.
        a- Technical discussion cannot start prior to the assigned status.
3- Evaluation Status: The assigned donation will be sent to one designated committee. The committee will
        a- Analyze.
        b- Evaluate.
        c- Accept or Reject the donation through a formal vote.
4- Technical Acceptance Status: Technical committee acceptance provides the technical committee the freedom to use the donations as part of a draft LRM.
        a- An Accellera draft LRM can be started.
        b- Committee is allowed to do changes in the donation.
5- Voted LRM: Technical committee vote to accept the draft LRM for a proposed standard to be sent to both the TCC and Accellera Board.
6- Standard Status: When the Accellera board vote to accept the final draft, then the LRM becomes an Accellera Standard.
