RE: [sv-bc] e-mail ballot: respond by Dec 3, 8am PST

Either 'token' or 'character' is OK with me.  I thought of 'token',
because I recently read

  "The .* token can only appear at most once in the port list."

It is called 'character' in 10.2. Is that better?
Does anyone object to removing the quotes?
